A practical reporting framework does not weaken enforcement; it improves adoption. When the compliance path is aligned with observable cash events, more small businesses will declare income accurately and keep doing it consistently.
This is a systems-design problem that deserves policy attention. The data architecture of modern e-commerce has changed fast, and tax reporting rules need to be upgraded like any other production pipeline that no longer fits the source data.
