Meet Kiyoshi Kimura, the Japanese businessman behind Sushi Zanmai, famously known as the Tuna King. In January 2026, he paid a record USD3.2 million for a single bluefin tuna. But his story involving Somali pirates is even more interesting.

Around 2011, Somali pirates were hijacking ships and demanding millions in ransom. While governments deployed warships, Kimura saw another solution. According to his account, he provided four fishing boats, taught locals how to catch tuna, supported cold-storage facilities and, most importantly, offered to buy their fish.

He didn't just give them fishing equipment. He helped create an economic opportunity with a functioning supply chain and access to buyers.

Somali piracy subsequently declined dramatically, although international naval operations and improved maritime security were major reasons. Kimura's individual contribution to that decline has not been independently established.

We often say, "Give a man a fish, feed him for a day. Teach him to fish, feed him for life."

But Kimura took it further. Give him a boat, teach him to fish, build the infrastructure and guarantee a market for his catch.

Sometimes the best way to fight crime isn't just to increase punishment, but to create better economic opportunities.
